Who will win the ultimate battle of brains against brawn?

Will it be the Psilon’s one cruiser with photon torpedoes and class v shields, or the dozens of Klackon frigates with no shields?  Or will one well aimed Alkari ship with 250% ship attack bonus blow up the doomstar?

Never mind the small 25% and 50% race bonuses, I changed them to 125% and 250%.  Also the 25% and 50% penalty is now a 50% and 80% penalty. Let the smart be 250% smart, the strong be 250% strong, the weak be 50% weak, and the stupid be 50% stupid.

Population Growth, Food from Population, Production from Population, Credits from Population, Beam Defense, Beam Attack all have 250%, 125% and -50% options.  Population Growth also has a -80% option.  Command Points has +20%, +40% & +60%.  Ground units marine training bonus = 250%.  Assimilation power = -0.5, 0.5 & 1.  Espionage & counter espionage: -0.3, 0.3, 0.6.  Trade Treaty & Trade Goods bonus = 125%.  Diplomacy = -0.6, 0.6. 

Extreme Races differs from Very Different Races in that it adds different startup technologies listed below.

All the costs remain the same.

The final effect (as best as I can calculate it) on the races are:

Alkari:
               - ship attack = 225%
               - ship defense = 350%
Extreme Tech:  Fusion Beam & Neutron Blasters

Bulrathi:
              - ground combat = 350%
Extreme Tech:  Atmospheric Renewer, Destroyer & Troop Transports

Darlok:
               - espionage = 160%
               - counter espionage = 160%
               - assimilation power = 150%
Extreme Tech:  Xeno Diplomacy, Spy Center & Espionage Training Facility

Humans:
               - diplomacy = 160%
               - trade treaty = 225%
               - trade goods = 225%
               - counter espionage = 70%
Extreme Tech:  Government Building, Xeno Diplomacy & Colonial Revenue Services

Klackon:
               - production = 225%
                 research = 50%
              - food = 350%
Extreme Tech:  Automated Factory, Hydroponic Farm & Subterranean Farms

Meklar:
               - production = 225%
Extreme Tech:  Automated Factory, Electronic Computer & Automated Repair Unit

Mrrshan:
               - ground units marine training = 250%
               - ground combat = 350%
               - diplomacy = 160%
Extreme Tech:  Hydroponic Farm, Destroyer, Xeno Diplomacy

Psilon:
              - research = 350%
              - counter espionage = 70%
Extreme Tech:  Automated Factories, Research Laboratories & Gravity Generators

Sakkra:
               - research = 50%
              - population growth = 350%
               - diplomacy = 40%
Extreme Tech:  (Unchanged)

Silicoids:
               - diplomacy = 40%
Extreme Tech:  Automated Factory, Deep Scanner & Electronic Computer

Terran:
               - ground units marine training = 250%
               - command points = 140%
               - ship attack = 225%
Extreme Tech:  Automated Factory, Electronic Computer & Destroyer

 

I thought that the diplomatic perk for Humans and Darloks should have Xeno Relations as a starting tech, but it wouldn’t let me do it.  Also, subterranean should come with subterranean farms, should it not?  Again, no luck.
